With 75% of the population below the poverty line ($1.9/day), Madagascar is one of the poorest countries in the world with significant consequences that highlight health deficiencies, malnutrition, diseases and environmental factors, which can increase the risk of developing disabilities, especially in childhood. If we consider the situation of people with disabilities, they live on precarious incomes, insufficient to support care, victims of environmental and institutional obstacles, stigmas and religious discrimination that prevent their real inclusion in the socio-economic life of the country, where the presence of people with disabilities is estimated between 7.5% (MSANP) and 15% (WHO). Only 1 in 10 children with disabilities is in school (UNICEF).

In Ambanja there is no official data on disability (case history, type, age, gender, etc.) nor specialized services for diagnosis and support. Until 2019, there was a single differential class of 15 children with disabilities aged 5-11. Today, each school in the city can choose whether or not to accept children with disabilities as long as they are mild; children with severe disabilities are excluded from the right to education and are entirely entrusted to their families. Teachers and families must therefore address specific needs that local services cannot respond to,

The project ATSIKA JIABY - TUTTI INSIEME for an inclusive school in Ambanja, Madagascar, partially supported by the 8x1000 funds of the Waldensian Church, intends to reduce the marginalization of people with disabilities in Madagascar, through the social and scholastic inclusion of children with disabilities between 3 and 11 years old in the city of Ambanja, with the following results to achieve:

increase access to education,

raising community awareness,

strengthening coordination between civil society and local institutions

The operational partners of the project are:

AFHM-Association of women with disabilities of Madagascar, (Begavo, Ambanja);

AHSA- Association of people with disabilities in solidarity of Ambanja;

Multipurpose Center “Mangafaly”,

Private School “La Victoire du Sambirano”

And local institutions (District of Ambanja, public primary school “Annexe Ankatafahely”, Municipality of Ambanja, CISCO- Ambanja school district, SDPPSPF- District Services of the Population, Social Protection and Promotion of Women);

CINAP - Center for Active and Participatory Inclusion of the University of Catania

The direct beneficiaries will be a total of 1,420 including children aged 3-11 years from 3 target schools, 10% with disabilities, 53% girls, 30%<5 years; in addition to 30 trained adults who actively participate in the actions (15 teachers, 3 directors, 4 representatives of local authorities and 8 members of CSOs, 6% with disabilities, 70% women) and finally 1200 beneficiaries of the awareness campaign by COPE Madagascar (radio audience and participants of the inclusive event). Indirectly, approximately 2,351 people will be involved, including family members of the participating minors and users of the target schools.

An awareness campaign to promote inclusiveness is planned and a final event in a space completely accessible to people with disabilities, which will be supported by COPE.

An important step of the project is represented by the establishment of a thematic table between local institutions and civil society for the promotion of equal opportunities for people with disabilities.

The group expressed the will to form a thematic table that will meet every three months, to achieve various results such as the ACTION PROTOCOL for the promotion of equal opportunities for people with disabilities, with an additional focus on childhood.

The mapping of disability in Ambanja and architectural barriers in accessing public services is necessary: an expert with high familiarity with the technical and legal framework will conduct a study divided into four phases, any diagnostic carried out by the project can be included in the public urban development plans already scheduled.

There is a strong link between poverty and disability in Madagascar.
